Located in Jingu-cho, Otsu City, Shiga Prefecture. The deity enshrined is Emperor Tenchi, who carried out the Taika Reforms. In the Meiji era, there was a growing movement to enshrine Emperor Tenchi at the site of Otsu-kyo, a place associated with him, and in 1940 (Showa 15), the shrine was enshrined at the foot of Mt. Usa. The main shrine building was completed in 1944. Formerly a government-sponsored shrine. The annual festival is held on April 20th. The Ritsuryo Festival (the anniversary of the establishment of the Omi Code) is held on February 23rd, and the Rokoku Festival is held on June 10th. Treasures include a set of items enshrined in the core of the tower at the site of Sufuku-ji Temple (including a relic container, a national treasure), and a white porcelain water jug (a national important cultural property) unearthed at the site of Otsu-kyo. The Clock and Treasure House on the grounds displays clocks from all over the world, past and present, in commemoration of the fact that the enshrined deity was the first to use a water clock.
