Illegal Pitch

In either case, the batter is called out. Illegal pitches are also called illegal pitches or foul pitches. If a pitcher (1) throws the ball without touching the pitcher's plate, (2) throws the ball with a foreign object attached or tampered with, or (3) throws a pitch that catches the batter off guard (a quick return pitch), it is an illegal pitch. If there is a runner on base, it is a balk, and if there is no runner on base, the pitch is a ball.
