Economic Support Fund

...Military aid is not always given to the government of another country, but may be given to anti-government groups in another country. Furthermore, some aid that is formally economic aid may actually have military significance (for example, the Economic Support Fund (ESF), which is included in the United States' foreign aid items, is economic aid provided solely on the basis of security considerations). During World War II, the United States provided large amounts of military supplies to the Allied powers under the Lend-Lease Act.
