This canal draws water from Lake Inawashiro in central Fukushima Prefecture to irrigate the rice fields of the Koriyama Basin in the eastern part of the Ou Mountains. The idea had been around since the end of the Edo period, but following the success of the Kaiseisha, a group of volunteers from Koriyama formed in 1873 (Meiji 6), which reclaimed Otsukihara, the Meiji government made plans to settle samurai on the plateau of the Koriyama Basin and to dig a canal as a national project. In 1878, the Dutch engineer CJ van Doorn (1837-1906) was commissioned to design it, construction began in 1879, and it was completed in 1882, mobilizing a total of 850,000 people. 福島県の中央部にある猪苗代湖の水を引いて,奥羽山脈の東部にある郡山盆地の水田を灌漑する用水路。構想は幕末のころよりあったが,1873年(明治6)に郡山の有志によって結成された開成社の大槻原開拓の成功をきっかけとして,明治政府は国家事業として郡山盆地の台地に士族の入植と疎水の開削を計画した。78年オランダ人の技師ファン・ドールンC.J.van Doorn(1837‐1906)に設計させ,79年起工,延べ85万人を動員して82年に完成した。
