...Furthermore, the Basic Law provides a brake that makes it difficult to dissolve the Diet. The Diet is bicameral, consisting of the Bundestag (Federal Parliament), which is equivalent to the House of Representatives in Japan, and the Bundesrat (Federal Councillors), the latter of which is composed of representatives of the state governments. The 11 states (Lands) are given general domestic affairs except for foreign affairs and defense, which, together with the special character of the Bundesrat, characterize the federal character of the former West Germany.
