...They were members of rural communities (mirs) and worked in factories as artels, but at the end of the century, a completely urban class of workers was created, centered on skilled workers in the heavy industry, which had grown rapidly under Witte's industrialization policy, and the nature of the labor movement changed accordingly. The peasant movement and nationalist movement also changed over the two centuries. The former was characterized by the link between the mass flight of peasants and the Cossack rebellions that had continued since the Moscow era, as seen in the rebellion of Kondratii Afanas'evich Bulavin (c. 1660-1708) and the Pugachev rebellion in the 18th century, but in the first half of the 19th century, although there were many peasant rebellions, they were few in scale, and the rise of the peasant movement around the time of the emancipation of the serfs subsided after a few years. This was largely due to the government's strengthening of domestic security and the success of the Cossack policy, and in the final days of the imperial era, the Cossacks became the vanguard of the suppression of revolutions.
