Diplomatic relations between the Imperial German government and Japan were initially good, in part because Eulenburg and his attendant, Max August Scipio von Brandt (1835-?), who later became the Japanese envoy to Japan, were close friends with Chancellor Bismarck. However, after Bismarck retired and Wilhelm II took over as ruler, relations between the two countries cooled due to the Triple Intervention of 1896 and the "Yellow Peril" theory, and Japan declared war on Germany during World War I.
