In the Northern Province, the Hausa-led Northern People's Congress (NPC), the Yoruba-led Action Party (AG) in the Western Province, and the NCNC, with its strong Igbo members, became the dominant political parties. In the independence negotiations with Britain, opinions between the leaders of the South (Western Province, Eastern Province) and the North often differed, but on October 1, 1960, Nigeria achieved independence as the Federation of Nigeria, with Abubakar Balewa (1912-66) (NPC) as Federal Prime Minister and Azikiwe as Governor-General (and President after the transition to a republic in 1963).

Even immediately after independence, conflicts between regions, tribes, and leaders that had existed during the independence negotiations continued and resurfaced, and the political situation was unstable.
