Water clock - candle

It means water clock. In Japan, Prince Nakano Oe (later Emperor Tenji) built the first water clock to tell the time in May of the 6th year of the reign of Emperor Saimei (660), and according to the Nihon Shoki, on April 25th, 10th year of the reign of Emperor Tenji (671) (corresponding to June 10th in the modern calendar), a water clock was installed at a new astronomical observatory and the time was told by bells and drums. It is thought to have been modeled after a Chinese model, with two to four wooden boxes placed in layers, the top box filled with water, and water being sent to the lower boxes in turn through pipes. The last tank contained a graduated float, and it is believed that the time was told by its rise and fall. At Omi Shrine, which enshrines Emperor Tenji, the Water Clock Festival is held every year on June 10th, the Memorial Day of Time. Furthermore, excavations at the Asuka Mizuochi ruins conducted by the Nara National Research Institute for Cultural Properties (now the Nara National Research Institute for Cultural Properties) from September to December 1981 have strongly suggested that this is the site of Japan's first water clock, built in 660.

水時計の意。日本では斉明(さいめい)天皇6年（660）5月、中大兄皇子(なかのおおえのおうじ)（後の天智(てんじ)天皇）が初めて漏刻をつくって時を知らせ、天智天皇10年（671）4月25日（現行暦の6月10日にあたる）、漏刻を新天文台に据え、鐘や鼓(つづみ)で時を報じたと『日本書紀』に記されている。おそらく中国のものを手本にしたと考えられるが、2～4段の木箱を置き、いちばん上部の木箱に水を満たし、管によって順々に水を下段の箱に送り込む。最後の水槽に目盛り付きの浮き子があって、その浮き沈みで時刻を知ったと推定されている。天智天皇を祀(まつ)る近江(おうみ)神宮では毎年6月10日、時の記念日に漏刻祭が行われる。なお、1981年（昭和56）9月から12月にかけて奈良国立文化財研究所（現、奈良文化財研究所）が行った飛鳥水落(あすかみずおち)遺跡の発掘調査によって、この遺跡が660年、日本で初めてつくられた漏刻の遺跡である可能性がきわめて強くなっている。
