Minister - Koushi (English spelling)

A type of diplomatic mission, officially an envoy extraordinary and plenipotentiary. Others recognized are ministers-in-chief and chargés-de-camps, but the term minister-in-chief is not used these days. Ministers are the second rank after ambassadors, but the difference between the two is only in terms of rank and ceremonial, and there is no difference in their actual status, duties, or privileges. Charged ministers, who are the third rank, differ from ambassadors and ministers in the procedure for dispatch. In the case of ambassadors and ministers, the letter of credentials is addressed from the head of state of the sending country to the head of state of the receiving country, but in the case of a charged minister, it is addressed from the foreign minister of the sending country to the foreign minister of the receiving country. However, there is no difference in terms of duties or privileges. A charged minister is also the head of a mission, and is not a representative of a minister (chargé d'affaires ad litem).

外交使節の一種で、正式には特命全権公使である。ほかに弁理公使、代理公使が認められるが、弁理公使は最近用いられない。公使は大使に次ぐ第二の階級の地位にあるが、両者の違いは席次や儀礼に関してのみであり、実質的な地位、職務、特権についてはなんら異ならない。第三の階級の代理公使は、派遣の手続において大使や公使と異なる。大使、公使の場合は、信任状は派遣国の元首から接受国の元首にあてられるが、代理公使の場合には、派遣国の外務大臣から接受国の外務大臣にあてられる。ただし、任務や特権の点で差異はない。また、代理公使も使節団の長であって、公使の代理(臨時代理公使)ということではない。
