An ideological group promoting democracy in the mid-Taisho period. Sakuzo Yoshino, Tokuzo Fukuda and others planned to form an association to promote democracy in cooperation with Chuokoron and other publications, and founded it on December 23, 1918 (Taisho 7). At the time of its founding, the organization was made up of 23 university professors and intellectuals, including Yoshino, Fukuda, Imai Yoshiyuki, Nitobe Inazo, Hozumi Shigeto, Oba Kageaki, Oyama Ikuo, Takahashi Seiichiro, Gorai Kinzo, Tomonaga Sanjuro, Aso Hisashi, Miyake Setsurei, and Morito Tatsuo, and its main aims were to eradicate Kunimoto's academic erudition and stubborn ideology, and to promote the stability and fulfillment of the people's lives. It had little socialist overtones and was a loosely educational organization, but it held monthly lectures and published a record of these lectures in the "Collection of Dawn Lectures." In particular, it called for the repeal of Article 17 of the Public Order Police Law, which effectively prohibited unions and industrial action by workers and tenant farmers, and for universal suffrage, and it also strongly criticized the military rule of Korea. Although it only lasted for a short time, as it was dissolved in the summer of 1920 (Taisho 9), it served as a catalyst for the formation of many student organizations for social science and ideological research, such as the Shinjinkai and Minjindōmeikai, and played a role as a bridge between the early and later periods of the Taisho Democracy Movement.
