[Died] April 11, 1945. Surrey, Abinger. British colonial administrator. Joined the army in 1878 and served in India, Sudan, and Burma. Dispatched to Uganda by the British East Africa Company in 1890, he worked hard to make Uganda a British protectorate. High Commissioner for Northern Nigeria from 1900 to 1906, Governor-General of Hong Kong from 1907 to 1912, Governor-General of Northern and Southern Nigeria from 1912 to 1914, and Governor-General of Nigeria from 1914 to 1919 after merging Northern and Southern Nigeria. Member of the League of Nations Mandate Commission from 1922 to 1936. Created a baron in 1928.
