…In Japan, the Homework Law was finally enacted in 1970, but there are still few homeworkers covered by the minimum wage, and many work in dangerous and hazardous jobs, such as those involving the handling of lead or organic solvents, or dusty work, without any regulations. There are many issues that must be resolved in the future, including the promotion of minimum wage determination, the thorough dissemination of homework handbooks to clarify the terms of contract, the establishment of safety and health for homeworkers engaged in dangerous and hazardous work, the promotion of special enrollment in workers' compensation insurance, and the improvement of the tax system. One new trend is the adoption of the ILO Convention on Homework (No. 177) and Recommendation No. 184 in June 1996. …
