Provisional Judicial System Research Committee

This council was established by the Cabinet in May 1962 in accordance with the Act for the Establishment of the Provisional Judicial System Research Council (promulgated in 1962), and investigated basic matters of urgent need regarding the judicial system as a whole, focusing on the unified legal profession system (a system in which judges are appointed from among those who have engaged in legal professions other than judiciary, such as lawyers) and the appointment and salary systems for judges and prosecutors, and submitted a statement of opinion in August 1964 that included specific policy proposals. The chairman was Wagatsuma Sakae. The statement stated, regarding the unified legal profession, "If this could be smoothly implemented, it would be a desirable system in Japan as well.

臨時司法制度調査会設置法(1962公布)により，1962年5月内閣に設けられた審議会で，法曹一元制度(弁護士など裁判官以外の法律関係職務に従事した者から裁判官を任命する制度)と裁判官，検察官の任用･給与制度を中心とした司法制度全般に関し，緊急に必要な基本的事項につき調査し，64年8月具体的な施策の提言を盛り込んだ意見書を提出した。会長は我妻栄。　意見書は，法曹一元について，〈これが円滑に実現されるならば，日本においても一つの望ましい制度である。
