The term "ritsuryo law" includes statutory laws such as the Ritsuryo Code and various customary laws that were established in the Heian period based on the Ritsuryo Code. It is a legal system centered on public law enacted by the centralized state after the Taika Reforms.
[Class nature of the Ritsuryo Code]
The Ritsuryo Code was a law that allowed the aristocracy in the Kinai and neighboring provinces, who had gained ruling power through the Taika Reforms, to govern the entire country through a bureaucratic organization, right down to the lowest level of the people. Therefore, the Ritsuryo Code was structured to establish an aristocratic social hierarchy through law.

律令格式(きやくしき)などの制定法および平安時代になって律令を基礎にして成立した各種の慣習法をふくめて,律令法という。大化改新以後の中央集権的国家の制定した公法を中心とする法体系である。
[律令法の階級性]
 律令法は,大化改新によって支配権をにぎった畿内および近国の貴族層が,従来のように地方族長を媒介として全国を支配するのではなく,官僚機構によって人民の末端にいたるまで統治するための法であった。したがって貴族制的な身分秩序を法によって確立することが律令法の骨格となっている。
