In the Middle Ages, Kokamiseki was located in Sakamoto, Omi Province, on the eastern foot of Mt. Hiei. It is on the west shore of Lake Biwa, which is now Sakamoto, Otsu City. The seven Sakamoto checkpoints under the control of Enryaku-ji Temple were also called the seven Sanmon checkpoints and the seven Hiyoshi checkpoints, and collected customs fees from ships traveling on Lake Biwa. This checkpoint was established to cover the cost of repairing the Yokokawa building, one of the three pagodas of Enryaku-ji Temple. Around 1479, a customs fee of 140 mon was collected, but the checkpoint duties were undertaken by influential mountain monks, and in 1432 Saito checkpoint was assigned to them, and in 1459 they were recognized as the governor of the Nakado checkpoint. Later, it was controlled by Sanmon envoys, and the shogunate also sent notices of checkpoint inspections and other matters to Sanmon envoys. 中世,比叡山(ひえいざん)東麓の近江国坂本に置かれた湖上関。琵琶湖西岸,現在の大津市坂本にあたる。延暦(えんりゃく)寺支配の坂本7ヵ関は山門7ヵ所関・日吉7ヵ関とも称され,琵琶湖を往来する船から関料を徴収していたが,当関は延暦寺三塔の一つ,横川の堂舎の修築費に充てるために設けられていた。1479年頃に関銭140文を徴収していたが,関務は有力な山徒が請け負っており,1432年に西塔(さいとう)関が宛行(あておこな)われ,1459年には中堂関一分奉行職の領知が認められるなど,得分化していた。のち山門使節が支配し,幕府も関所勘過などは山門使節に宛てて通達している。
