Ruler of the Sumerian city-state complex Lagash in the first half of the 24th century BCE. Properly known as Uruinimgina, he was called King (Lugaru) from the second year of his reign. The first social reformer and lawgiver in history. After a successful seven-year reign, he was defeated by Lugalzagesi, ruler of the neighboring city of Umma, who later became King of Uruk and pacified Sumer and Akkad. During his reign, in addition to royal inscriptions such as the so-called "Reformation Inscriptions," he left behind numerous administrative and economic documents regarding the management of the organization headed by the goddess Bau (Baba) in the capital city of Girsu.
