Born: March 3, 1856 (3rd year of Ansei) Bungo
[Died] November 12, 1947. Kanagawa, Kamakura politician and businessman. 5th Governor of the Bank of Japan. Second son of Yamamoto Kaku, a samurai of Bungo Usuki Domain. After working as an elementary school teacher in Osaka, he moved to Tokyo and studied at Keio University and Mitsubishi Commercial School. After graduating, he became a teacher at a commercial school, but in 1883 he joined the Yokohama branch of Mitsubishi Kaisha, and later became assistant manager of Nippon Yusen's Tokyo branch. In 1890, he joined the Bank of Japan, and served as its governor from 1898 to 1903, succeeding the 4th Governor Iwasaki Yanosuke. In 1903, he was appointed a member of the House of Peers by Imperial Rule, and in 1909, he became the governor of the Industrial Bank of Japan. In 1911, as Minister of Finance in the second Saionji Kinmochi cabinet, he introduced austerity measures, and came into conflict with the military over the naval expansion plan and the "problem of two army divisions." He served as Minister of Agriculture and Commerce in the 1913 Yamamoto Gonbei Cabinet, and was also a top official in the Seiyuhonto and Rikken Minto parties. He retired from politics for a time, but returned in 1932 as Minister of the Interior in the Saito Makoto Cabinet, where he played a leading role as an expert on financial issues and a senior member of the ruling elite. He was made a baron in 1920. His works include Shinsen Jitsuji Shogyo San (New Selection of Practical Business Accounts) (1881) and a biography, Yamamoto Tatsuo (1951).

政治家,実業家。5代目日本銀行総裁。豊後臼杵藩士山本確の二男。大阪の小学校教員を経て上京,慶應義塾,三菱商業学校に学び,卒業後商業学校の教員となったが,1883年三菱会社横浜支店へ入社,のち日本郵船東京支店副支配人となった。 1890年日銀へ入り,1898~1903年4代目岩崎弥之助の後任として同総裁に就任。 1903年貴族院議員に勅選され,1909年日本勧業銀行総裁。 1911年には第2次西園寺公望内閣の大蔵大臣として緊縮財政を打ち出し,海軍拡張案および「陸軍二箇師団問題」などで,軍部と対立した。 1913年山本権兵衛内閣の農商務相を歴任する一方,政友本党,立憲民政党の最高幹部として活動した。その後一時政界を退いたが,1932年斎藤実内閣の内相として復帰,財政問題の専門家,長老として指導的位置にあった。 1920年男爵。著書に『新撰実地商業算』 (1881) ,伝記に『山本達雄』 (1951) がある。
