This is a concept or system where not only do we set goals for the entire organization and for each department, but also for each manager or person in charge of a job to set specific personal goals within the scope of their assigned work in order to achieve these overall and departmental goals, and then they carry out their work autonomously with a focus on achieving those goals. Also called management by objectives, it was born out of the practical needs of business management, and is said to have originated from Peter Ferdinand Drucker's (1909- ) idea of "management by goal setting and self-control."
