Founded in March 1874 (Meiji 7) as the official journal of Meirokusha, this was Japan's first comprehensive educational magazine. The magazine was founded with the purpose of recording and distributing the results of speeches and debates held at Meirokusha. The writers were all Meirokusha employees, but the content covered a wide range of topics, including politics, religion, women, trade, currency, history, law, customs, education, philosophy, as well as discussion of Japanese characters and freedom of publication. There were many references to the then-current issue of establishing a popularly elected parliament, but the tone was that it was premature, and there was nothing of note here. The magazine was printed using letterpress and was written on folded Japanese paper, bound in half. It had 12-24 pages, and was published 2-3 times a month. It had a circulation of approximately 3,200. Following the revision of the Newspaper Ordinance and the enactment of the Libel Law, which led to increased censorship of freedom of speech, the newspaper ceased publication with the 43rd issue in November 1975, at the suggestion of Fukuzawa Yukichi.

明六社の機関誌として1874年(明治7)3月に創刊されたわが国最初の総合的啓蒙(けいもう)雑誌。雑誌は、明六社における演説、討論の結果を記録にとどめ、頒布する目的で創刊されたもの。執筆者は明六社社員と同一であるが、内容は、政治、宗教、婦人、貿易、貨幣、歴史、法律、風俗、教育、哲学などのほか、国字論、出版の自由などに及んでいる。おりからの民撰(みんせん)議院設立問題についての言及も少なくないが、時期尚早論が基調になっていて、みるべきものはない。和紙半紙半截(はんせつ)二つ折りの袋綴(と)じ、活版印刷、ページ数は12~24ページ、月2~3回刊。発行部数は約3200。新聞紙条例の改正、讒謗律(ざんぼうりつ)の制定による言論取締り強化に伴い、福沢諭吉(ゆきち)の提案で75年11月第43号をもって廃刊した。
