Meishikakai (English: Assemblée des Notables) (French)

The Royal Council was convened in France to replace the Estates General. There were no clear rules regarding its composition or function, but the king generally appointed members of the royal family, nobles, bishops, high-ranking officials, representatives of specific cities, university professors, etc. who were "popular and passionate about serving the king." It began in 1316 and was convened most frequently in the 16th century, but after 1627 it was not convened again until 1787. The Assembly of Notables on February 22, 1787 was organized by Calonne, the Inspector General of Finances, who aimed to reform the country's financial system, which had fallen into a financial disaster, but it met with stubborn opposition from the representatives of the High Court, and moved on to the "Revolution of the Nobles." It was convened again by Necker the following November 1788, in preparation for the convening of the Estates General.
