AC power consists of active power, which carries electrical energy, and reactive power, which does not perform actual work but smooths the flow of active power. The purpose of reactive power control is to keep the voltage at key points in the power system constant, ensure stable transportation of electrical energy, and minimize transmission losses. The voltage drop that occurs in transmission lines tends to increase in proportion to the reactive power. Furthermore, when the active power consumed by consumers changes, the reactive power required also changes accordingly.

交流電力には，電気エネルギーの担い手である有効電力と，実際の仕事はしないが，有効電力の流れをスムースにする無効電力がある。無効電力制御の目的は，電力系統の要所要所の電圧を一定に保ち，安定な電気エネルギーの輸送を確保し，あわせて送電損失を最小化することである。　送電線に生ずる電圧降下は，無効電力に比例して大きくなる性質がある。また需要家の消費する有効電力が変化すると，それに伴って必要とする無効電力も変化する。
