The eldest son of Yamatonokami Sakata Natemaro and the daughter of Tsukimoto no ro. His talent was recognized and he became a literary scholar at a young age, and during the time of Emperor Junna's Crown Prince he served as a scholar, the Minister of the Imperial Household, and the Minister of Justice, and in 831 he was promoted to Junior Third Rank. During this time he participated in the compilation of the Keikokushu, which also included his own poems. He was one of the selectors of the Ryo Gikai. His original clan name was Okinaga Masato, and he was called Tsukimoto no Kimi on his mother's side for a time, and then Sakata on his father's side. In December 823, he was allowed to change his surname along with his younger brother Nagakawa. The Montoku Jitsuroku records that he was granted the surname after expressing his "father's will," and it was a long-held wish. The Okinaga clan was a local clan based in Sakata County, Omi Province (Shiga Prefecture), and it is likely that he requested a surname change when Natemaro began serving in Heijo-kyo.
