A politician of the Taisho and Showa periods. Born in Kagawa Prefecture on June 25, 1871. He went on to Kagawa Prefectural Normal School and then to Tokyo Higher Normal School, graduating in 1897 (Meiji 30). He later studied at Cambridge University, and returned to Japan in 1906 (Meiji 39) to become a professor at Tokyo Higher Normal School. In 1908, he resigned and was elected to the House of Representatives from Kagawa Prefecture, joining the Seiyukai party. In 1921 (Taisho 10), he became Chief Secretary in the Takahashi Korekiyo cabinet, and subsequently Minister of Education and Minister of Finance in the Tanaka Giichi cabinet. Under the Hamaguchi Osachi and Wakatsuki Reijiro (second) cabinets, he opposed Finance Minister Inoue Junnosuke's policy of lifting the gold embargo, and engaged in a historic debate. He served as Minister of Communications in the Inukai Tsuyoshi Cabinet, and also became Minister of Railways in the Saito Makoto Cabinet after the May 15 Incident. In 1934 (Showa 9), he was charged with perjury in the Teijin Scandal, but was ultimately found innocent. In 1940, he was personally appointed Privy Councilor. After the war, he became Minister of Home Affairs and Minister of Transport in the Shidehara Kijuro Cabinet, and was also appointed by Imperial decree to the House of Peers. He died on April 1, 1948. 大正・昭和期の政治家。明治4年6月25日香川県に生まれる。香川県立師範学校から高等師範学校(東京)に進み、1897年(明治30)卒業。のちケンブリッジ大学に学び、1906年(明治39)帰国、東京高等師範学校教授となる。1908年辞職し、香川県から衆議院議員に当選、政友会に所属する。1921年(大正10)高橋是清(これきよ)内閣の書記官長、ついで田中義一(ぎいち)内閣の文部大臣、大蔵大臣となる。浜口雄幸(おさち)、若槻礼次郎(わかつきれいじろう)(第二次)内閣下では、井上準之助(じゅんのすけ)蔵相の金解禁政策に対して反対し、歴史的な論戦を展開。犬養毅(いぬかいつよし)内閣では逓信(ていしん)大臣として入閣、五・一五事件後の斎藤実(まこと)内閣でも鉄道大臣となった。1934年(昭和9)帝人事件で偽証罪に問われ起訴されたが、結局無罪。1940年枢密顧問官に親任された。戦後、幣原喜重郎(しではらきじゅうろう)内閣の内務大臣兼運輸大臣となり、また貴族院議員に勅選された。昭和23年4月1日死去。 [由井正臣] 『広瀬英太郎編『三土忠造』(1962・三土先生彰徳会)』 [参照項目] |出典 小学館 日本大百科全書(ニッポニカ)日本大百科全書(ニッポニカ)について 情報 | 凡例 |
