He was the son of Emperor Kanmu and his wife, Onishi, the daughter of Nakatsukasa Daifu Fujiwara Washitori. In June 795, he was granted 100 cho of rice fields and 800 cho of mountain land in Suo Province (Yamaguchi Prefecture), and in November 796, he was given the title of Kakan, and in January 797, he changed the character of Ibaraki to Manta. He served as Nakatsukasakyo and Shikibukyo, among others, and during this time he worked with Fujiwara no Sonohito and others on the compilation of the Shinsen Shojiroku, which was completed in June 814 and submitted the following July. This was ordered by Emperor Saga, who was concerned about the disorder of the clans, and classified the genealogies of 1,182 clans in the Kyoto and Kinai regions. It remains an important book for the study of ancient history. His eldest son, Prince Masamune, as well as Prince Masayuki and Prince Yufu, are said to have inherited their father's love of learning. On the day of their deaths, they were posthumously awarded a rank of one rank.

桓武天皇と中務大輔藤原鷲取の娘小屎の子。延暦14(795)年6月,周防国(山口県)の田100町と山800町を賜り,同20年11月に加冠,同23年1月,茨田の字を万多に改める。中務卿,式部卿などを歴任し,この間藤原園人らと共に『新撰姓氏録』の編纂に携わり,弘仁5(814)年6月に完成,翌年7月に奏進した。これは氏族の乱れを憂慮した嵯峨天皇の命により京,畿内の1182氏の系譜を分類したもので,いまでも古代史研究の重要書。長子の正躬王をはじめ正行王,雄風王はともに父親ゆずりの学問好きであったという。没した日に一品が追贈された。
