A chief retainer of the Choshu (Hagi) domain in the late Edo period. His given name was Kaneshi, later Chikashi. He was commonly known as Ikusaburo, Danjo, later Etchu, Uemonsuke. His pen name was Shimodai. He was the second son of Motonobu, a permanent chief retainer of Masuda, the Abushiban (an intermediate organization for governing rural villages in the Hagi domain), and in 1849 (Kaei 2), he succeeded as head of the family with a fief of over 12,063 koku. He was in charge of external policing as the Sagami Guard General Magistrate. In 1856 (Ansei 3), he was appointed as a national elder, and at the time of the conclusion of the Treaty of Amity and Commerce, he advocated for the domain's autonomy along with Shubu Masanosuke and others, and was appointed to this position. He participated in the domain's decision to adopt Sonno-joi policy in 1862 (Bunkyu 2). The following year, the domain was driven out of Kyoto in the political upheaval on August 18th. In 1864, he went to Tokyo, but was defeated in the Kinmon Incident. During the First Choshu Expedition, he was ordered to commit seppuku as one of the three elder retainers to apologize to the shogunate.

幕末の長州(萩)藩の家老。名は兼施,のち親施。通称,幾三郎,弾正,のち越中,右衛門介。号,霜台。阿武宰判(萩藩の郷村支配の中間組織)益田の永代家老家,元宣の次男で,嘉永2(1849)年1万2063石余の家督をつぐ。相州警衛総奉行として外警に当たる。安政3(1856)年に当職(国家老)に任じ,通商条約締結の際に,周布政之助らと藩の自律を唱え,当役になる。文久2(1862)年の尊攘の藩是決定に参画した。翌年の8月18日の政変で藩は京都を追われる。元治1(1864)年,上京するが,禁門の変に敗れ,第1次長州征討に際し,幕府への謝罪のために三家老のひとりとして切腹を命ぜられた。
