Born November 17, 1870. Traveled to the United States and studied law at Yale University and other institutions. In 1897, he was dispatched by the Ministry of Foreign Affairs to Siam (Thailand), where he later served as a legal advisor and drafted the country's criminal, civil and commercial codes. In 1915, he became a member of the House of Representatives (elected twice, Seiyukai Party). He passed away on August 11, 1921. He was 52 years old. He was from Iyo (Ehime Prefecture).
