In 1951, the Massey Report, named after V. Massey, who later became the first Canadian Governor General, was published, which was a survey of arts, literature, and science in Canada. The recommendations contained in the report led to the establishment of the Canada Council to promote cultural activities, and the activities of the Canadian Broadcasting Corporation (CBC) and the National Film Board, which had been established in the 1930s, were greatly promoted.
