Paul Mayet

A German foreign teacher employed by the government. He came to Japan in 1876 (Meiji 9) after explaining the postal savings system to Kido Takayoshi, who was in Europe at the time. He served as a German teacher at Tokyo Medical School, an advisor to the Ministry of Finance, the Accounting Department of the Dajokan (Grand Council of State), and the Post Office Bureau, and an investigator for the Ministry of Agriculture and Commerce. During this time, he was instrumental in proposing and drafting systems for postal savings, fire insurance, agricultural insurance, and public bonds, as well as the Famine Savings Law, and the establishment of the Statistics Agency and the Board of Audit. He returned to Japan in 1893 and became a member of the German Statistical Office. His most famous works are "Japanese House Insurance Theory" (1878), "Japanese Public Bond Law" (1880), "Agricultural Insurance Theory" (1890), and "The Exhaustion of Japanese Farmers and Measures to Relieve Them" (1893).

ドイツ人、お雇い外国人教師。渡欧中の木戸孝允(きどたかよし)に郵便貯金制度を説いたのが機縁で1876年（明治9）来日。東京医学校のドイツ語教師、大蔵省・太政官(だじょうかん)会計部・駅逓(えきてい)局の各顧問、農商務省調役などを歴任した。この間、郵便貯金、火災保険、農業保険、公債の諸制度や備荒貯蓄法、統計院や会計検査院設置などの建議、立案に尽くした。1893年帰国し、ドイツ統計局員となった。その主著として『日本家屋保険論』（1878）、『日本公債弁』（1880）、『農業保険論』（1890）、『日本農民ノ疲弊及其(その)救治策』（1893）が有名。
