An old town in Namegata County in the southeastern part of Ibaraki Prefecture. The main settlement was at the outlet of Lake Kasumigaura, and it prospered through water transportation. It is a producer of early-season rice. It belongs to Suigo-Tsukuba Quasi-National Park, and there are excellent views of Lake Kasumigaura and Mount Tsukuba from the plateau behind the city.
