A combination of flags is used to communicate between ships and between ships and shore. A total of 40 flags (international signal flags) are used: 26 alphabetic flags, 10 numeric flags, 3 representative flags, and 3 answering flags. Signals are exchanged using one or more flags. Various methods of signaling between ships using flags had been invented and used since the 17th century, but it was not until the adoption of the Book of Signals published in 1857 by the United Kingdom, the largest maritime nation at the time, that they became an internationally standardized system.
