The official definition is stipulated in Article 2 of the Broadcasting Act, which states that "a broadcast program refers to the type, content, amount and arrangement of the items to be broadcast." This definition was probably fine when the Broadcasting Act was enacted in 1950, but in subsequent common usage in the broadcasting industry, the arrangement is called "program lineup," and the unit used to organize the entire broadcasting of a broadcasting station is called a "broadcast program." Generally, a broadcast program has a program name and is broadcast during the time slot between the start and end indications. Conversely, time announcements, commercials, or time displays and breaking news that are overlaid in white on the main program are often not included in broadcast programs. 公的な定義としては放送法2条に,〈放送番組とは,放送をする事項の種類,内容,分量及び配列をいう〉という規定がある。1950年の放送法制定時にはこういう定義でよかったのだろうが,その後の放送界での普通の用法では,配列は〈番組編成〉と呼ばれ,ある放送局の放送全体を編成する際の単位を〈放送番組〉という。一般に放送番組は,番組名をもち,開始と終了の表示ではさまれた時間枠のあいだ放送される。逆にいうと,時報やコマーシャル,あるいは主番組に白抜きで重ねられる時刻表示や臨時ニュースなどは,放送番組に含めないことが多い。
