This is a fee collected by the Japan Broadcasting Corporation (NHK) under Article 32 of the Broadcasting Act. It is also called the reception fee. However, this article requires that anyone who installs equipment capable of receiving NHK broadcasts (excluding radios) enter into a reception contract with NHK (contractual obligation), and once they have signed a contract, Article 5 of the NHK Broadcast Reception Regulations creates an obligation to pay the reception fee, creating a two-tiered structure. While gas and electricity fees can be explained by the theory of consideration, where the fee changes depending on the amount of usage, the reception fee is paid regardless of the length of viewing time, even if the user does not watch at all, making it difficult to define the nature of the fee and causing controversy. 放送法32条に基づいて日本放送協会(NHK)が徴集している料金。受信料ともいう。ただし同条は,NHKの放送を受信できる設備(ラジオは除く)を設置した者にNHKと受信契約を結ぶよう義務づけ(契約義務),契約するとNHK放送受信規約5条で受信料の支払い義務が生じる,という2段構造になっている。ガスや電気の料金は使用量に応じて料金が変わる対価説で説明できるのに対して受信料は視聴時間の長短とは関係なく,まったく視聴しなくても払わねばならないので,性格規定がむずかしく,議論を呼んでいる。
