Whitley Council
Its official name is the Reconstruction Committee on the Relations between Employers and Employed. It was established in 1916 in the UK in each industrial sector to resolve labor-management disputes, and was composed of equal numbers of representatives from both sides. It was so named because its chairman was JH Whitley, who was the Speaker of the House of Commons. The committee submitted five reports, calling for the resolution of labor issues through voluntary consultation between labor and management. As a result, the National Joint Industrial Council and the Labor Court were established. Initially, these did not have an arbitration function, but rather aimed to provide a forum for mutual consultation between labor and management. However, over the government's opposition, they gradually became successful in actually mediating to improve wages and working conditions for unorganized workers in public service organizations and small and medium-sized enterprises.

正式名称は「使用者および被使用者の関係に関する復興委員会」 Reconstruction Committee on the Relations between Employers and Employedという。 1916年イギリスで労使の紛争を解決するために各産業部門ごとに設けられ,労使双方同数の代表から構成された委員会。下院議長であった J. H.ホイットリーが委員長であったためこの名称で呼ばれる。同委員会は5つの報告書を提出し,労使の自主的な協議による労働問題の解決を訴えた。その結果全国合同産業協議会や労働裁判所が設置された。それらは当初は労使相互の協議の場を提供することを目的として仲裁的機能をもたなかったが,次第に政府の反対を押切って,公務員組織,中小企業など未組織労働者の賃金,労働条件改善のための実際の仲介にあたるようになり成功を収めた。
