Austrian economic theorist. He served as professor at the University of Vienna and Minister of Finance. He studied law at Vienna and economics at various universities in Germany before teaching at the University of Innsbruck, but joined the Ministry of Finance in 1889. He was influential in formulating policies such as the introduction of gold coinage and the elimination of sugar subsidies, but due to financial difficulties caused by increasing military spending, he resigned as Minister of Finance in 1904 and became a professor at Vienna University. In the field of economic theory, he expanded and developed the theories of C. Menger together with F. von Wieser, and became a central figure in the Austrian School.

オーストリアの経済理論家。ウィーン大学教授,大蔵大臣も務めた。ウィーン大学で法学を学び,ドイツの諸大学で経済学を修めた後インスブルック大学で教鞭をとったが,1889年大蔵省に入る。金貨の導入や砂糖補助金の打切りなどの政策策定に力があったが,軍事費の増大による財政難のため,1904年蔵相を辞任しウィーン大学教授となった。経済理論の分野では,F.vonウィーザーとともにC.メンガーの諸学説を拡張発展させ,オーストリア学派の中核的存在となる。
