Born in the second year of the Daido era. Founder of the Urabe clan. He was skilled in divination and became an Urabe in the Jingikan (official shrine office). In 838, he joined the Japanese envoys to Tang China, and after returning to Japan, he became the Taisakan (chief historian of Shinto). He later became Gon no Taijo (pronounced "gon no taijou") and also served as Miyaji (chief shrine master). He also served as Mikawa Gon no Suke (pronounced "gon no suke") and Tanba no Suke (chief shrine master). He passed away on December 5, the fifth year of the Gangyo era. He was 75 years old.
