Those who have made outstanding contributions to the advancement and development of culture are selected. It is considered the second highest honor after the Order of Culture, and recipients of the award receive a lifelong pension of 3.5 million yen per year. Around 15 people are selected each year. Based on the Cultural Merit Pension Law enacted in 1951, the Minister of Education, Culture, Sports, Science and Technology selects recipients from among those selected by the Cultural Merit Selection Subcommittee of the Council for Cultural Affairs, which is made up of university professors and writers. They are announced every year on Culture Day, November 3rd, along with the recipients of the Order of Culture, and an awards ceremony is held at a later date. The first recipients of Cultural Merit were 34 people, including novelist Shiga Naoya and physicist Yukawa Hideki. In recent years, recipients of the award have come from a wide range of fields, including not only the arts and academia, but also sports and film. Most recently, film director Yoji Yamada was named in 2004, former professional baseball player Shigeo Nagashima in 2005, and actor Ken Takakura in 2006. The 2009 recipients of the Cultural Merit Award include former yokozuna Taiho Koki Naya, novelist Tomiko Miyao, and flamenco dancer Shoji Kojima.
