Prebisch Report
A report entitled "In Search of New Trade Policies for Development" was submitted by R. Prebisch, Secretary-General of the Conference on Trade and Development, as a discussion document for the First United Nations Conference on Trade and Development held in Geneva from March to June 1964. The report pointed out the stagnation of development caused by the stagnation of developing countries' primary product exports and the worsening terms of trade, and stressed the need for structural reform of the existing international trading system in order to break through these problems, making the following proposals: (1) The relaxation or elimination of developed country tariffs and other trade barriers that were impeding the expansion of developing country primary commodity exports, (2) the setting of import targets for primary products, (3) the conclusion of international commodity agreements to stabilize the export and prices of primary products, (4) the adoption of a preferential tariff system for developing country manufactured and semi-finished products, (5) the introduction of a compensation loan system to compensate for losses due to the deterioration of the terms of trade, (6) an increase in aid from developed countries and the relaxation of loan terms, and (7) the establishment of a new trade organization as an agency of the United Nations. These had a major impact on subsequent discussions of the North-South problem.

1964年3~6月ジュネーブで開催された第1回国連貿易開発会議総会の討議資料として,R.プレビッシュ同会議事務局長が提出した『開発のための新しい貿易政策を求めて』と題する報告書。同報告は発展途上国の1次産品輸出の停滞や交易条件の悪化による開発の行きづまりを指摘し,その打開のためには既存の国際貿易体制の構造変革の必要性を主張して次のような提案を行なった。 (1) 発展途上国の1次産品輸出拡大の障害となっている先進国の関税など貿易諸障壁の緩和,撤廃,(2) 1次産品の輸入目標の設定,(3) 1次産品の輸出・価格安定のための国際的商品協定の締結,(4) 発展途上国の製品,半製品に対する特恵関税制度の採用,(5) 交易条件の悪化による損失を補うための補償融資制度の導入,(6) 先進国の援助額の増加と借款条件の緩和,(7) 国連の機関としての新しい貿易機構の設置などで,その後の南北問題に関する議論に大きな影響を与えた。
