Born in 1812. He succeeded the Kiga family of Inasa County, Totomi (Shizuoka Prefecture), and made his fortune selling tatami mats, a specialty of the northern part of Lake Hamana. In 1869, he proposed to the Shizuoka Domain that 2,000 hectares of wasteland in Mikatahara be cultivated, and served as the construction official. In 1883, with the cooperation of Hamamatsu Prefecture, he opened a 100 hectare tea plantation, solidifying the foundations of the tea industry. He passed away on April 23, 1883, at the age of 74.
