Fulbright Exchange Program - Fulbright Exchange Program
After World War II, this cultural exchange program was funded mainly by the money from the sale of surplus goods by the United States to host international students and exchange professors between the country and the United States. Senator J.W. Fulbright proposed a bill for this program, which was enacted in 1946 (later known as the Fulbright-Hays Act). It was administered by the Department of State. This program enabled many foreign students and researchers to study and conduct research and educational activities in the United States, and many American students and researchers to travel to other countries. The total number of students reached 200,000, and between Japan and the United States, the program began in 1952, and by 1995, a total of about 8,300 people had traveled to the United States or Japan. The Japan-U.S. Educational Committee, consisting of representatives from both countries, selected the students. Prior to this, there had been a study abroad program to the United States funded by GARIOA (1949-1952, a total of 1,097 students).

第2次大戦後,米国が余剰物資を外国で払い下げた代金をおもな基金として,当該国と米国の間で留学生受入れや教授交換等を行うという文化交流計画。上院議員J.W.フルブライトがこの計画のための法案を提出し,1946年制定された(のちフルブライト=ヘイズ法)。国務省の所管。これにより多数の外国人学生・研究者がアメリカで教育を受けたり研究・教育活動を展開し,また多くのアメリカの学生・研究者が諸外国におもむいた。その総数はのべ20万人にのぼり,日米間では1952年から始まり,1995年までに合計約8300名が渡米または来日した。両国代表からなる日米教育委員会が人材を選考する。なお,これ以前にガリオア資金によるアメリカへの留学制度(1949年―1952年,計1097人)があった。
