He had been a Bavarian senator since 1847 and had taken an anti-Prussian stance, but after German unification, he became a member of the Imperial Diet in 1872 and played an active role as a leader of the Center Party. He was highly regarded as an expert on finance, and when Bismarck proposed the introduction of protective tariffs and tax increases in 1879, he proposed the "Frankenstein Clause," which called for the distribution of any portion of the Imperial revenues from customs and tobacco taxes in excess of 130 million marks to each state in proportion to its population, and this was adopted.
