Air transport business that does not have fixed flight dates and times. Under Japanese law, sightseeing flights are also included. As a business model, it is suitable for areas where demand for transport fluctuates widely. As tourism demand has increased, in Europe and the United States, charter flights are often operated as low-cost charter flights that are incorporated into inclusive tours (package tours that include all travel expenses such as hotel and meal fees), and there are many airlines that specialize in charter flights. In particular, in northern Europe, charter flights account for half of international air traffic. In Japan, Japan Airlines, All Nippon Airways, Japan Asia Airways, and other airlines operate international non-scheduled flights, but due to strict regulations on charter flights, non-scheduled flights linked to inclusive tours like those in Europe and the United States are not very popular at present, and the majority of international air traffic is carried by scheduled airlines.

航空運送事業のうち，運航日時が固定されていないもの。日本の法律では遊覧飛行なども含まれる。事業形態としては輸送需要の増減の幅が大きな区間に適し，観光需要の増大に伴って欧米では運賃の低廉なチャータ便として，インクルーシブ・ツアー (ホテル代や食事料金など一切の旅行費用を含んだパッケージ・ツアー) に組み込まれるかたちの運航が多くみられ，チャータ専門の航空会社も多数存在する。特に北部ヨーロッパでは，国際航空運送量の半分がチャータ便で占められている。日本では日本航空，全日本空輸，日本アジア航空などが国際不定期便を運航しているが，チャータ便に対する規制が厳しいため，欧米のようなインクルーシブ・ツアーと結びついた不定期航空は現在のところあまり盛んではなく，国際航空輸送量の大半が定期航空によって運ばれている。
