In 1930, after witnessing the intensification of the Kanebo strike and the Tokyo Municipal Tram strike during the Great Depression, Japanese Communist Party leaders such as Hiroshi Sano and Seigen Tanaka decided that the revolutionary situation had matured both objectively and subjectively, and instructed the National Council of Japanese Trade Unions (Zenkyo) to take up arms and fight on May Day. In Kawasaki, Kanagawa Prefecture, about 20 Zenkyo members armed themselves with pistols and bamboo spears and entered the May Day venue with the intention of destroying the refineries of Nippon Oil and Rising Sun and attacking the Tsurumi Police Station, but were subdued by police. In Tokyo, armed Zenkyo members also planned to lead the May Day march to the National Diet Building and attack it, but this was not carried out due to the strict security measures.

1930年，大恐慌下で鐘紡争議や東京市電争議などの激化をみた佐野博や田中清玄らの日本共産党幹部は，革命情勢が客観的にも主観的にも成熟したと判断して日本労働組合全国協議会(全協)にメーデーを武装して闘うよう指示した。神奈川県川崎では，全協組合員約20人が日本石油とライジングサンの製油所を破壊し鶴見警察署を襲撃する目的でピストル，竹やりなどで武装してメーデー会場に乗り込んだが，警官隊に制圧され，東京でも武装した全協組合員がメーデー行進を国会議事堂に誘導して襲撃する計画であったが厳戒のため果たさなかった。
