General Treaty for Renunciation of War as an Instrument of National Policy
Officially, it is called the "Pact for the Renunciation of War." It was adopted and signed in Paris on August 27, 1928. It is also called the Kellogg-Briand Pact after French Foreign Minister A. Briand and U.S. Secretary of State F. Kellogg, who proposed the treaty, or the Treaty of Paris after the place where it was concluded. In 1927, Briand proposed the conclusion of a bilateral peace treaty between the United States and France, while Kellogg insisted on making it a multilateral treaty, and the latter was ultimately decided. It was concluded in Paris in 1928 among 15 countries, but later 63 countries joined and it came into effect in July 1929. This treaty prohibited the resort to war to resolve international disputes or as a means of national policy, and stipulated that all conflicts between nations be resolved only by peaceful means. However, it was also understood through the treaty negotiations that "wars under the sanctions of the League of Nations" and "wars of self-defense" were excluded from the scope of the treaty. It is very important in that it promoted the illegalization of war. On the other hand, it also led to the creation of the exception of the right of self-defense.

正式には「戦争放棄に関する条約」という。 1928年8月 27日パリで採択,署名された。条約を提唱したフランス外相 A.ブリアンとアメリカ国務長官 F.ケロッグにちなんでケロッグ=ブリアン条約,あるいは締結地にちなんでパリ条約とも呼ばれる。 27年ブリアンがアメリカ,フランス2国間不戦条約の締結を提案したのに対し,ケロッグが多国間条約にしようと主張,結局後者に決り,28年パリにおいて 15ヵ国間に結ばれたが,その後 63ヵ国が加わり 29年7月発効した。この条約によって国際紛争を解決するため,あるいは国家の政策の手段として,戦争に訴えることは禁止されることになり,あらゆる国家間の紛争は,平和的手段のみで解決をはかることが規定された。しかし条約交渉を通じて「国際連盟の制裁として行われる戦争」および「自衛戦争」は対象から除外されることも了解された。戦争の違法化を推進した点で非常に重要である。他方で自衛権という例外を生み出すきっかけともなった。
