A nobleman in the mid-Heian period. Son of Daisozu Nyomu and the daughter of Yoshimine Takami. Grandson of Chunagon San'in. Adopted by his uncle Fujiwara Ariyori. Known as Awata Sadaijin and Manri-no-kōji Daijin. In 960 (Tentoku 4), he was promoted from Chunagon to Dainagon, and in September the following year, he worked as the palace construction betto to rebuild the Imperial Palace, which had burned for the first time since the capital was moved, and the following year he was awarded Junior Second Rank for his work. On March 13, 969 (Anwa 2), Arihira held a Shōshi-e (respect for the aged) event at Awata Villa, which was said to have been a huge success, with attendees' rankings decided by their hair color, and he included a poem about the occasion in the Honchō Monsui. This was 12 days before the so-called Anwa Incident was discovered. After this incident, he became Udaijin, and the following year he was appointed Sadaijin, enjoying the greatest fortune in terms of family status since Sugawara no Michizane. The Kojidan tells of an episode in which, as a young man, he had a dream in which he retreated to Kurama Temple and became the Minister of the Right. He died on the day he became a monk. He was posthumously awarded the rank of Junior First Rank.

平安中期の公卿。大僧都如無と良峰高見の娘の子。中納言山陰の孫。伯父藤原有頼の養子となる。粟田左大臣,万里小路大臣と称される。天徳4(960)年,中納言から大納言に昇進した翌9月,遷都後はじめて炎上した内裏の再建のため造宮別当として工事に当たり,その功で翌年従二位。安和2(969)年3月13日,在衡が粟田山荘で催した尚歯会(敬老会)は,参会者の毛髪の色で座次を決めるなど盛会をきわめたといい,そのときの詩を『本朝文粋』に収める。いわゆる安和の変が発覚する12日前のことである。この変後右大臣となり,さらに翌年左大臣に任じられ,家格の上では菅原道真以来の幸運を得た。これについては『古事談』に,若い時分の文章生時代,鞍馬寺に参籠して右大臣となる霊夢を見たというエピソードを伝える。出家したその日に死去。従一位を追贈。
