A Japanese scholar and poet of the late Edo period. His first name was Nariju, later Nariharu, and later changed to Mitsue. He went by the pen name Kitanobe. He was born in Kyoto to a Japanese linguist named Nariakira. He was influenced ideologically and academically by his uncle, the Confucian scholar Minagawa Kien. He served the Yanagawa Domain in Chikugo (Fukuoka Prefecture), but in his later years he had his stipend confiscated for misconduct. His thought had a pronounced metaphysical tendency, and his analysis of the relationship between human emotions, daily activities, and linguistic expression was restricted by a moral superiority, but was unique as a literary theory, and his grasp of the characteristics of literary language was explained as the "inverted idiom" theory. His writings cover a wide range of subjects, including Shintoism, poetry, grammar, and poetry composition, including the Kojiki Tomoshibi (completed in 1807), Manyoshu Tomos, Hyakunin Isshu Tomos (1804), Makoto no Ben, and Kitabe Zuihitsu (1816), as well as a collection of poems and prose compiled by Igarashi Atsuyoshi (1794-1861).
