A French labor leader. Sympathizing with anarchism, he participated in the International Congress in London in 1881. In 1883, he participated in an unemployed demonstration and robbed a bakery with Louise Michel and others, for which he was sentenced to prison. In 1889, he founded the magazine Père Pénard. Written in workers' slang, the magazine became famous due to the successive crackdowns on anarchism and illustrations by Pissarro and others. In 1894, he fled to London due to the intensifying crackdown on anarchism. After returning to France in 1995, he published a magazine again while also getting involved in the labor union movement with the aim of popularizing anarchism. In 1900, he was put in charge of editing the General Confederation of Labor's (CGT) organ newspaper Bois du Peuple (Voice of the People), and in 1901, he was appointed vice-secretary-general of the Confederation, where he was responsible for agitation and propaganda in the syndicalist movement.

フランスの労働運動指導者。アナーキズムに共鳴,1881年ロンドンの国際大会に参加,83年失業者の示威行動に参加して,ルイズ・ミシェルらとパン屋を略奪,禁固刑に処せられた。89年《ペール・ペナール》誌を創刊。労働者の俗語で記された同誌は,相次ぐ弾圧と,ピサロらの挿絵によって有名になった。94年,アナーキズムに対する弾圧の強化に伴ってロンドンに亡命。95年帰国後,再度雑誌を刊行するかたわらアナーキズムの大衆化をめざして労働組合運動に接近,1900年労働総同盟(CGT)機関紙《ボア・デュ・プープル(人民の声)》刊行に伴い,その編集を担当,01年総同盟副書記長に就任,サンディカリスム運動における扇動・宣伝を担当した。
