Prefectural system - prefecture system
A local government system established in 1890. The three-division system of prefectures, feudal domains, and prefectures in 1868 (Meiji 1) was consolidated into three prefectures, 302 prefectures, and by 1888, three prefectures and 43 prefectures. Prefectural governors are government officials appointed by the government, and initially, the right to vote for prefectural assembly members was limited to those who paid 10 yen or more in direct national taxes. Several amendments were made to ease the restrictions on voting and eligibility to be elected, and the authority of the assembly was expanded, but this was a reversal of the wartime regime. In 1947, after World War II, the Local Autonomy Act was enacted, and the old prefectures were abolished, and prefectures became fully autonomous with a direct election of governors. However, there are many problems with the prefectures, as they are located between the national government and municipalities, and still retain the characteristics of a branch office of the national government, such as national subsidies, agency delegated affairs, and permission and approval powers.

1890年制定された地方行政制度。1868年(明治1年)の府藩県3治制は,藩廃止により3府302県,1888年までに3府43県に統合。府県知事は官選の官吏で,当初府県議の被選挙権者は直接国税10円以上納付者に限られた制限選挙であった。数次の改正で選挙・被選挙権の制限枠が緩められ,議会権限拡大も図られたが,戦時体制下に逆行。第2次世界大戦後の1947年,地方自治法の施行により,旧来の府県は廃止され,知事公選制による完全自治体となった。しかし国,市町村との間にあって,国の補助金,機関委任事務,許認可権など,国の出先機関的色彩も残るなど問題点も多い。
