Surtax - additional tax (English spelling)

In the narrow sense, it is a tax that is levied based on the tax amount of other taxes, and the corporate tax rate of the local corporation inhabitant tax in Japan is a typical example. In the broad sense, it is a tax that is levied based on the same tax rate as the tax rate of other taxes, but in this case, local business taxes and individual inhabitant income rates are also classified as additional taxes.

Surcharges are seen as problematic, particularly in relation to the enhancement of local autonomy, and compared to independent taxes, surcharges are generally considered to limit the autonomy of local governments. In Japan, the local tax system before World War II was centered on surcharges, but the Shoup recommendations after the war proposed the abolition of surcharges, and the tax system became centered on independent taxes.

狭義には他の租税の税額を課税標準として課税する租税であり、わが国の地方税の法人住民税の法人税割がその典型的な例である。広義には他の租税の課税標準と同じ課税標準に課税する租税をさすが、この場合には、地方税の事業税や個人住民税所得割なども付加税として分類されることになる。

　付加税はとりわけ地方自治の充実との関係で問題視され、独立税と比較すると、付加税の場合には一般に地方自治体の自主性を制限するとされる。わが国においては、第二次世界大戦前の地方税制は付加税を中心としていたが、戦後のシャウプ勧告において付加税の廃止が提案され、独立税主体の税制となった。
