Italian criminal law scholar and politician. He studied at the University of Bologna and other institutions before becoming a professor at the University of Rome. He was elected to the Chamber of Deputies in 1886, and for a time he joined the Italian Socialist Party, voicing his views as an anti-reformist. He then approached the Fascist government, and became a Senator in 1929. In the field of law, he is considered the founder of the new school of criminal law, especially the Italian school. He founded the sociology of crime by adding sociological elements to Lombroso's theory. He is said to have drafted the Italian Penal Code (1921, the so-called Ferri Draft), which is famous for not using the term "punishment" and is based on the theory of social defense, and to have had a decisive influence on the 1926 Soviet Criminal Code. His major works include "Sociology of Crime" and "Principles of Penal Law."

イタリアの刑法学者，政治家。ボローニャ大学などを経て，ローマ大学教授。1886年に下院議員に当選，一時期イタリア社会党に加わり，反改良主義派として論陣を張った。その後ファシズム政権に接近し，1929年上院議員となる。法学の分野では新派刑法学，特にイタリア学派の樹立者と目されている。ロンブローゾの学説に社会学的要素を加えて犯罪社会学を創始。社会防衛論に立脚して〈刑罰〉という用語のないことで有名な〈イタリア刑法草案〉（1921年。いわゆるフェッリ草案）を起草したほか，1926年のソ連刑法典にも決定的影響を与えたとされている。主著《犯罪社会学》《刑法原理》。
